The Google Profile
The Google profile can be created and made publicly available (if sufficient information is provided). There is an open question whether PageRank will accrue to these pages, as we have not yet seen PR on one of these pages. Our guess is yes, and it is only a matter of creating links to the profile from high PR pages.
Links and Anchor Text Support
The Google profile allows for the creation of links with full control over anchor text. We have created profiles with more than a dozen links and are not aware of any limitations in the numbers of links.
Yes, these are tagged rel="nofollow" when not logged into the Google account for the profile. However there is enough information available, including a handy Flickr/Picasa photo widget and other profile information that makes creating one's list of links and social profile in the Google profile app rather than the much less user-friendly and less functional Yahoo profile or other account-focused profile tools.
The Google profile and the Google Account
The Google profile is based on the Google Account, which may be based on a gmail account (indeed, gmail addresses have a lock on the configurable profile URL), or any email address. In some cases it can be useful to have a Google account with several configured email addresses, but generally any given domain name or email address could and likely should have its own Google account.
